Flaming Skull is a projectile programmed by Commander Peepers to be used by Lord Hater to slow down Emperor Awesome's army. It has two states: one is idle, when it isn't burning and the other is loaded when the Flaming Skull is burning. The Skull seems to be covered by a green flame.
